How many of your Members stand up well to Scrutiny? We have recently been inundated with requests for help from Councils about pending crisis situations. It is you who are accountable to your local community in times of crisis. Fail to prepare, prepare to fail! One common theme to emerge is that it is mainly the Press Office who seem to be aware of the possible scale of the danger through local media, not Members or even Officers. We are often called up after the damage has been done, when you are constantly on the back foot. It is far better to be prepared for the kind of crisis which can befall any and every council. We know you have Emergency Planning plans in place. This is not about that. This is about communication, communicating what you are going to do about a potential or real crisis to two very key audiences external and internal. Hence the need for Media Training for Members and Officers external, and Scrutiny Training for Members internal, partners, local and some external. All the evidence shows that local people get their information about councils through their local media, rather than through council websites, mail shots or other forms of direct marketing or advertising. With the Cabinet system and Scrutiny Committees it is imperative to have a variety of voices, who have the specialist knowledge and communication skills to speak to the media, not only in times of crisis but also about the valuable work the council does for the community, both on Scrutiny and to the public, through the local media.
